Native Americans used the smoking of tobacco to induce visions. What they saw and experienced in these visions determined what roles they would play in their society. Often tobacco was smoked during special occasions as a sign of inclusion and peace. Sir Walter Raleigh introduced smoking in England during the reign of Queen Elizabeth 1st.

In historical native cultures there were 'shaman' who tried to induce an altered mental awareness ,thinking they were better 'tuned' to there spiritual power....like many who study the cultures of the past, I assume tobacco was recognized as a mind altering smoke when it wound up on some cooking fire, and got 'discovered' for the 'high' it's still associated with.
Incidentally, ..there were a few other ingredients 'discovered' and utilized for similar effects as well... tobacco was just a weed that got notoriety across cultural differences,... different plants held different spiritual applicability's...

many references are available, with research and scientific deductions,.. [some fine fictional writeings are around , as well...
I enjoyed Clan of the Cave Bear searies for it's herbology interests ....]

who knows who, or where, or even exactly when. But we do know that first of all we needed to know how to produce and cultivat tobacco.

Also I am sure that it was used in early days for rituals and meditation.
