Probably First Man, First Gentleman, Former President would also be appropriate. It is also proper at a function to announce them as Presidents Hillary Rodham and President William Jefferson Clinton. So there are several ways they could be addressed.

He would be the First Gentleman. But since US Presidents can always be refered to as President, he would only be called that when he is with President H. Clinton or when he is acting on behalf of the Office of the First Gentlemen.

He will be referred to as the First Gentleman. I think it's great. She's already mentioned he would make a terrific ambassador, and I agree. He's very well respected around the world and is superb at foreign relations. I suppose they'll have to designate someone else to pick out china and decorate though, lol.
