Prohibition was a bonanza for crooks and thieves. The consumption of alcohol did not drop at all. It was readily available as moonshine or in smuggled bottles from Canada and off shore ships. The only legacy is the rise of the Mafia which quickly saw it as a way to make a great deal of money. The long period of not repealing can be laid at the feet of the Religious Right, they are not the majority but have great political power, just as now. They do vote and their opponents do not.
