Depends upon how it's stuck... usually if it's stuck, it's because the lock cylinder is having problems with it and would just take a new key cylinder and a removal of the steering wheel to get at the pin to remove (if you can cycle the key cylinder)

I've heard of a little rod breaking also making it hard to move the key on tilt wheel trucks before.. so i'd recommend a mechanic shop possibly if you have tilt wheel

If it broke off, there several ways to try and get it out. The best one is to remove the whole tumbler and work with it. You'll have to pull the steering wheel and turn signal/multifunction switch to get at the anchor bolt though.

If the broken end is right there, a tiny pair of needle nose pliers may grab it.
