I started at 16. I am blonde though, so I don't need to shave my face as much, because my facial hair is almost clear. Don't worry about when you will start shaving, it will happen eventually, and if you take your mind off of it, it will seem alot sooner.

There is no specific age, if you are looking for a guideline. The time to shave will be when the hair on your face starts growing, and needs to be "trimmed".
My son was actually shaving his face at the age of 12, because he needed to.

I started to need a shave occasionally around 13-14 (pepper stashe). Didn't need to shave daily until early 20's. In many men, your beard will continue to thicken well into your 30's, in others it reaches its thickest in late teens or early 20's. Mostly has to do with ethnicity and genetics.
My job doesn't require me to shave daily though, so sometimes I'll skip a day or two.

this stage of male maturity varies widely. i didn't,t really have to shave daily until i was nineteen but i was a 'late bloomer' and reached full maturity about twenty one. if you are worried consult a doctor but in all likelihood you have nothing to worry about.late bloomers have a longer life span too.
