They generally mix them up a bit as only one would be likely to get it off otherwise. In other words you usually have to get on to be in a position to get off.

Think of everything that two people can do together. And that is how gay men make love. There is this conception that many people have in regards to sex, that there has to be a top/bottom dynamic and whilst some people are and do have relationships solely on dynamics there are also heaps of people who dont.
