Mine was loud for the first twenty minutes or so, while it was breaking itself in. Otherwise, try maybe raising your water level... that might help. Pour some water directly in the top of the filter.

Is it a hanging filter or just an air pump? Air pumps tend to be noisy, try sitting it on a rag or something so it doesn't vibrate all over. If it's a noisy hanging filter the air pump may not be making a good connection. Try pushing everything together. But it's not supposed to be really noisy, just return it and get another one.

Is the filter working? The only time my filters make a loud noise is when they are running dry and there is no water in the filter basket.

All good answers, make sure all moving parts are wet, it is designed to work in water so it should be wet.
