Well it depends on your complaint. If it is about signal or dropped calls they can't really do anything (you can ask for a supervisor to see if you can get credit though). Your best bet would be to call 611 from your cell or 800-331-0500 from a landline. If you are having a direct issue with your phone, call them from an alternate phone so they can try to troubleshoot.
If you had bad service at a store, talk to the store manager.
If it is a complaint about customer care, go to contact us on cingular.com (because if you go on saying how bad the customer service is, you'll just upset the rep you are talking too and nothing will get done about it).

Well go ? you need to look on your phone manule and see the nuber for cingular and tell them what you need 2 it's that easy

call cingular and ask for a manager and they will take your complaint
