Put up an advert in a music shop. Maybe take some lessons at an art center or a community college. Make sure to tell people your intentions early on, they may know people.
You could advertise auditions, hold those where ever you can get, but preferable some place with concert level acoustics.
Oh, and it helps if you have some song rights. If you have a bit of money, you might want to start with hiring some writers, or if you can write music or lyrics, get some songs together to show your prospective band members.

You could start a band by gathering some of your really cool friends (make sure they all know how to play a different instrument). If you're going to make a rock band you should aim for a drummer, electric guitarist, singer(s), etc. If you're thinking of performing..ask your school if you could organize a talent show and if you and your band could perform in the talent show. You and your band should practice daily and just have FUN!!! Good luck with your band!!! :)

First, you must play an instrument and you'll probably need to know how to play or sing. Next, get together some friends who play some instruments and/or singer and ask them to play. It's a slow process but just play with some friends and write some music. There you have it, a band.
