Provided you're wearing an age-appropriate bathing suit, then no one will be able to see anything. If you're really that self conscious about it, try wearing darker colored bottoms.
I'm going to go ahead and throw it out there... avoid depilatory creams such as Nair, Veet, etc. These creams and sprays are not intended for that part of the body and even the "special" formulas that are, are still far too harsh on that area of skin. And not to scare you, but not only are they bad for the skin, but the scents and chemicals that are in the cream, when used in the private areas can actually lead to yeast infections because you're putting unnatural creams and scents in an area that isn't meant to be subjected to. To avoid a long and boring explanation about that particular problem, just be wise and don't do it! :-)
There's no harm in shaving. I started shaving it all off when I was 13. (why does that sound so horribly weird in text? lol) In fact it's a lot easier to maintain when it's shaved, because well, there's nothing there to worry about! IF you do shave, then whatever you do, do NOT shave upwards (against the hair)!! If you do, it will be smooth, but within 24-48 hours you will be itching nonstop... any by nonstop, I mean NONSTOP!
Just shave downward, going with the direction of the hair growth. Make sure to use lots and lots of shaving cream/gel to avoid nicking the skin. The skin down there is very elasticized and sensitive so take your time and don't rush until you've gotten the complete hang of it. Every girl's skin is different so the key is to just take your time.

Sweetie you're a little young to start waxing.
As others have said, just shave the area that shows when you wear a swimsuit.
Get a good shave gel - it's better than shaving cream or soap. I like the Venus razor, though I'm sure there are plenty of other good ones.
I waxed for a while, for me after a few times I got lots of ingrown hairs, which can be painful. I prefer to shave.
Hair is normal and natural! if it starts getting long, trim it carefully with scissors.

Definetely do not shave!!! The area will become dehydrated, itchy, red and you can sometimes cut yourself. When you shave you only cut the top of the hair off, shaving does not actually remove it. Because of this you can have either stages of hair growth coming through at the same time, which means you can have up to 3 hairs coming from the follicle.
You should definetely wax. I have been waxing since I was 12, (10 years) and now I have hardly any hair growth there, it's fantastic. You don't have to be of any particular age to be waxed, and you don't need parental permission (your mum wont see it so she wont know ) so you should just save your money and go to a Beauty Salon. Bikini waxing is not really that painful, it's a quick sting and then it's over. And you will be hair free for 3-6 weeks.
** A lot of girls your age wax, it's just that not many discuss it with each other because they often think that they are the only ones with hair down there and it can be embarrassing

I shave it. Don't use hair removal creams, because they are not meant for that region. It can irritate it as it's more sensitive than say your legs. Also don't worry about it showing throught your swimsuit, because it won't. Before I would shave completely, I just did my bikini line so the hairs wouldn't stick out the sides by accident.
Remember to think this through before you start. If you shave it and decide you don't like it, then it will be itchy growing back.
PS - I am answering this because this is Yahoo answers, but with your age my personal advice would be not to do anything until you are older.

Well waxing is better than shaving. It doesn't grow back as fast and you don't have ingrown hairs. That is something to think about though. If your mom won't allow you to wax then all you can do is shave. Make sure you use shaving gels and good razors!

Shaving is the best answer for your question I will explian.. how... You wet your place you want to shave use a little sahving creams for girls .. rub it on .. & then go ahead with shaving I 'm sure that there is no itching orr a pain or any damn thing But make sure once you ve done with swimming dry it with a clean towel then apply some good moisturizer ..

Most swim suits have liners so that shoudn't be a problem. Shave if you want, but you'll be itching like crazy when the stuff grow back. Better to just let it grow.

you have a couple of choices. 1. shave it all with a regular razor. or 2. shave with hair clippers. if you shave with a regular razor it can itch. using baby lotion to shave with will sooth this feeling. but if you use clippers, you can shave it rather close but not bald. this will reduce the chance of itching. i used to shave with a razor, but after itching and constinate shaving for years, i tried the clippers. much better. i still touch up the bikini line with a regular razor.

honey, your 13 you don't need to be waxing down there! no one should even be seeing it but you! no, your hair does not show through your bathing suit. just make sure that you shave your bikini line. you'll be all set!

Shaving would probly be your best bet. Just be careful not to cut yourself because then that would draw more attention down there.
