I'm just asking because i've never seen the movie, but the way she's talking reminds me of that. Very halted and stilted like, so I wasn't sure. I didn't get to catch the beginning.

No, she's not. The movie is set in the future. Her character has an obsession with the twentieth century. So she says catchphrases and things from our day, but doesn't say them quite right because her character is living in the wrong time. Kind of like how kids today might say a 60s or 70s catch phrase but not do it with the right tone because they weren't alive then.

Also, the premise is that in the future we're all goody-two-shoes, so her character has an almost brainwashed simplistic happiness.

So she's a brainwashed, happy-go-lucky future cop trying to say today's slang. It's actually kind of funny.

No, Sandra Bullocks character was a human in a kinder, gentler society (which humanity had allowed itself to be herded into) where violence and discord were suppressed. This "Utopia" is shattered when it is re-introduced to human-nature in the extreme with Snipes' character which combines with Stallone's amazement over the future and its "absurdities" and with the underground movement (led by Denis Leary) which rejects that "Utopian" model.

It's pretty cool in my opinion.

Reminds me a little of The Time Machine. Given another 25-30 thousand years, the people like Bullock's character might have become the Eloi and the underground-dwellers might have become the Morlocks.
