what do they use in movies if a non-smoking actor has to play a character that smokes a lot? Do the actors smoke something different or do they just use tobacco?

There are fake cigarettes that produce smoke. Or the actor just pulls the smoke into their mouth and then blows it out. I've seen that.

Mostly they just smoke tobacco.
Using these products in movies often ties that product to a particular brand. It's called product placement, and while there are alternatives, or you may not actually SEE the actor smoking. (He or she just holds the cigarette. Ellen Degeneres in ED TV is a good example) its still placed there specifically as a form of advertising.
They do have fake cigarettes for actors whom just refuse to be around it, but, they are not very convincing.
For the record, if you see someone whom appears to be drinking beer or some other liquor, it is usually water or colored water. The brand markings are still there, but nobody wants to jeopardize the actors performance.

First of all, most actors do smoke. I don't know why, I guess with all the pre-production time on their hands...always the hurry up and wait...and they can't eat, so sometimes cigarettes help pass the time.
Anyway, if an actor doesn't smoke, and doesn't want to...they will give them non-tobacco cigarettes (like clove cigarettes). Or they will 'act' like they are smoking a real cigarette but not inhale completely. Just puff on it or suck it in their mouths and blow it back out.

They should just smoke the damn thing. One day of smoking isn't going to kill them. If they can lose or gain 50 lbs for a role, they could try to hold the cigarette in a natural looking way.

I have heard that they make some kind of herbal cigarettes but I wouldn't swear to that
Some of them actually take up smoking since their character they play does....supposedly helps them understand and get into their character more

They use herbals like clove and Indian tobacco since they are non addictive and have no connection to the same harmful effects.
