Two main possibilities.

You chose not to install it. FIX: Insert your Vista disk, and add the Aero component.

Your video card isn't good enough. FIX: Get a good card. Radeon X1600's and GeForce 7600-OC's or better should be able to run Aero

One of the cheaper editions of Vista don't have Aero to begin with; I think your Home edition is it.

i would like to know that also i just got a new computer and it also has windows vista in it 2
