Yes, it's safe. The network cable carries no appreciable current. You will, of course, lose the network connection.

yes, it is perfectly safe. the only affect would be on your connectivity.
It is not any more safe to do it with your computer off.

I do it all the time and have had no problems. However, it is always safer to power down your computer before hooking up any new equipment.
