the administration admitted that they helped in Afghanistan a lot in the beginning of the war also in Iraq----but when they saw the us not planing to leave they changed the policy----also bush denied couple of proposals from Iran's president---neocon style

an unstable Iraq benefit Iran, in that if Iraq falls, Iran can land grab the Shia oil fields in the south of Iraq, and fuel the nazi regime in tehran and its nuclear ambitions. A stable Iraq means the world can focus on the next world problem, Iran.

I believe your question implies that Iran might have some desire for stability in Iraq. Iran, along with most other Muslem countries, wants our efforts to fail. These people want to KILL us and they are not going to help, in fact, they send weapons and people across the border to help the situation to stay a problem.

Iran hates us even more than Iraq does. Every Saturday after they go to their Mosques they go out in the streets and have a party where they burn American flags and pictures of George Bush and blame America for everything that goes wrong for them.

Because that would be opposite of what their agenda is. They want control of Iraq. An Independent Iraq goes against all their future plans for control of the middle east.
