There really is no safest car seat. They all must pass the same federal standards. Consumer Reports is really not a good resource. They are very biased in their testing and they recently had to retract their infant car seat ratings because of faulty testing.
That being said, some seats are much easier to use than others. The Graco Snugride is an excellant seat. Just make sure that you get one that has the one pull front harness adjustor, rather than the two straps on the back of the seat. The Graco Safe Seat Step 1 is also a super nice seat that goes to 30lbs. The Chicco Keyfit is a wonderful seat that has excellent newborn padding and is super easy to install. The Combi seats are nice. They can be tricky to install, but they are lightweight. The Evenflo seats are a joke. They are so flimsy and they have a bunch of extra rules to follow when installing them. The Cosco/Eddie Bauer seats are ok. They are now available with a front adjustor. They are HUGE though.
Whatever seat you get, just make sure to read the instructions completely. I also recommend finding a car seat check event in your area. They can help you learn to install the seat correctly.

Graco SnugRide with EPS. It rated highest on consumer reports, and only costs about $80-90 at Walmart.

Graco Snugride...That's what I have. You also have to get a car seat that is compatible with your car...some seats are too big/small. That contributes to the safety.
