One way is to not just pick him up, gently put your hand in the cage and let him crawl on your hand.

It takes time for a parakeet to get used to It's owner. Just continue feeding it, and doing other things. Soon It will trust you.

tie it's favorite toy or food to a string, and dangle it in front of the bird. whenever it reaches for it, pull the toy/food away from the bird and laugh in its face. you'll earn that parakeets trust in no time.

take it out of the cage daily. let it walk on your shoulder, they will go anywhere with you. they cower at 1st but do get acclimated to busy lifestyles. just keep doing it, and talk to them alot. they need your attention.

Hold it if it bites you show no reaction. Also they are usually afraid because they think you will eat them. hold and touch your lips to the beak. carefully.
