I'm not going to guess, i'll tell you where I know for SURE that she shops at.
Hollister, Urban Outfitters, Nordstrom, Neiman Marcus, Intuition, LA boutiques, Juicy Couture, Betsey Johnson, BCBG, Target, Free People, Wetseal, and Delias.

Well I know that Ashley Tisdale shops at Urban Outfitters, Urban Behavior, Diesel, Bebe and Forever 21. I know that Ashley Tisdale and Miley Cyrus are alike when it comes to fashion and they are good friends. I like Charolete Russe, Aeropostale, Urban Behavior, Forever 21 and wet seal. Wet Seal and Forever 21 has really cute shirts! Oh yeah, and I heard that Miley Cyrus, Vanessa Anne Hudgens, and Ashley Tisdale got mobbed in Hollister once and they shut the store down so the three could shop.

well, their clothes are most likely custom made/ designer and VERY expensive!
but similar styles: forever 21, urban outfitters, charlotte russe, delia*s
and stores like that.
