It's generally agreed that it was invented in England, but the first writing on the subject appears to come from Scotland, where a Presbyterian minister wrote of the dangers of moral corruption faced by the young men who played it (presumably when they should have been in church).

Football was taken to Brazil by Scottish railway engineers, and we've been regretting it ever since.

not one of the other answers got it right, very earliest form of the game for which there is scientific evidence was an exercise of precisely this skillful technique dating back to the 2nd and 3rd centuries B.C. in China, it was then picked up on from there taken to med-evil Europe where the game was played though rules varied greatly by both period and location., the first country to have a Football Association was in england in 1863 the rules that the english gave the game in 1863 have stuck to todays age apart from a few little rules its stayed the same game since 1863

By all accounts we, the english, also invented cicket and rugby and we're rubbish at them too. The brazilians are so good cause they play from such an early age with just feet and ball learning skills. The english chuck a pack of 22 kids on a football field to run around like headless chickens with parents screaming blue murder from the sidelines. then they develop to do the same in then championship, with just a couple of natives playing in the premiership.
