I think it depends on where our winds are being fed from. When the Santa Ana's are blowing,they can be hot and dry, but when there is an El Nino condition, the winds can be either wet,or dry, depending on whether they are fuel from a cold front to the north,or a warm front from the south. El Nino's are not as predictable as the Santa Ana's are. BTW, the Santa Ana's are the same winds that blow in the south pacific, better known as the Monsoons. It's a regular air stream that circles the globe.
