It is an unfortunate policy. Of course you should be able to answer your own question, if you find the answer somewhere else, or discover it, and want to let others know too.
Because, one person may ask something he doesn't know, but many other people probably are having the same question and are waiting for answers they can use. Anyone who has an answer should be able to share it...no matter who!

If you already know the answer asking the question makes the answers you receive a waste of their time,
Good rule.

Actually makes perfect sense. Otherwise you wouldn't be asking the question since you already have the answer. However, I suspect your wanting feedback to either confirm or dispute a mixed emotion? or like some here need the attention.

but what if you want to comment on the question? sometimes people(who already answered) do not take note of the comment added to the questions...

If you know the answer, what is the point of the question.

Because it's just plain old stupid to ask a question that you have the answer to. Plain and simple.
