They are electric taps put into the bass so when the pedal hits it, no matter how lightly, it will sound loud. It is often done with a snare too.

It's an electronic device that attaches to a drum kit that, when you hit a rubber pad on it, a sound is triggered through an amplifier that the device is connected to.
