They are electric taps put into the bass so when the pedal hits it, no matter how lightly, it will sound loud. It is often done with a snare too.

It's an electronic device that attaches to a drum kit that, when you hit a rubber pad on it, a sound is triggered through an amplifier that the device is connected to. There are usually several sounds that can be programmed into the trigger, typically, they are auxiliary percussion sounds, like a timbale strike, bongo strike or a piccolo snare strike.
