swagger is a self- confident gait or walk. He was probably using slang, and I don't know what he was saying based on what you've given us.

I guess by your question that this is a sort of ethnic comment and perhaps not used the same as webster defines it. The term means to walk with arrogance, to strut or to go with inner pride.
