How to make a os9 disk bootable.?

Question

My friend cannot install os10.4 without first doing a bios update. the bios update requires os9. he has tried downloading os9 and burning it. but he cannot get the cd to be bootable. even if the os says that its bootable, it just wont boot.

holding c didnt work. it sat there then booted from the harddrive

did u try restarting the computer While Holding C? (with the cd in it)
