I think all women are beautiful, but an extra ten minutes a day for lip gloss and masquera will add instant glamor to even the most naturally beautiful women. Also, make-up doesn't always mean eye shadow and lipstick, multiple shades of powders and foundations can be used to highlight or shade the face, actually changing it's shape and enhancing or diminishing features. A bigger nose can be made to look smaller, or low cheek bones can be made to look higher. I think everyone looks better with just a bit of make up to play up naturally beautiful features, or to hide little blemishes. Too much make-up, though, almost always looks bad. As long as it's natural and light, or paired well (say, bright coloured eye shadow can be fun, but paired with a bright lipstick and blush, it will look clown-ish), then make-up is the way to go!

But for special occasions it is nice to dress it up a little bit. Wearing makeup doesn't mean you can't be natural.
