Simple answer: no

Long answer: There will no doubt be a fully functional PS2 emulator. But they will never be "simple". All emulators have at least some configuration to be set up. Depending on your computer and emulator, this may just be setting up your controller inputs. But with most HLEs (High Level Emulators), they need additional pieces of software called "plug-ins". These plug-ins are designed so that people can upgrade different parts of the emulator without having to release an entire new version. With these plug-ins, you can possibly improve your performance, by using new rendering methods for sound and audio.

In short, all emulators have at least some configuration. For consoles that require HLE, like N64, Playstation, XBOX, PS2, etc.., there will be even more configuration required, because of the greater complexity of these systems as compared to those of previous generations. If you ever want to emulate any of these systems, you had better get used to the idea of plug-ins and configuration.
