After county's there are cities, and towns. It's through towns where Post Offices are, giving zip codes. In counties in order for voteing they are sujected to being split into communitys. A county can contain many towns that give them the rights to mayors and other public officials, each town haveing a courthouse and post office. A community usually does not have a P.O. or courthouse and falls into the catagory of the town 'zoned' into.

That depends upon which of the 50 US States. Are you talking about taxation entities, or real estate descriptions for deed records or what?

In Texas there are incorporated towns/cities, there are school districts, hospital districts, water disctricts, I dunno what all kinds of taxation districts.
