Most definitely, there are the amish people and homeless/hobo people. The amish people obviously don't rely on electricity and they now use compressed air using generators to get their water and they use outhouses. There are also homeless/hobo people who live in sewers and on the streets that have no toilets or running water. And yes, some people do live in sewers and have a life eating mice. You may think its a story but its true. Also people might not have enough money to pay the water bill and may lose their water sources easily.
