I'm not sure anything improved Italy's performance during WWII. The Italians were notoriously weak and were almost as much of a hindrance as they were a help to the Germans, who essentially had to defend Italy when the Allies invaded Sicily in 1943.

Simple answer to this one. When Italian troops were placed under the command of German officers they generally became more reliable and effective. The alternative was instant court-martial and execution at the point of a Luger.
