Sounds like your blend door is broken. This is an EXTREMELY common, and well known problem on that model year range of Ford Explorer and Ford Ranger, which happens to be the same truck with different badges. The symptoms are a "hit & miss" when the temperature selection is made. If this is the problem, you'll need to replace the entire heater box assembly, since the blend door itself, is not serviced separately, which requires instrument panel removal for access. Either the coolant valve, the heater controls on the dash or check for vacuum sound from leak or broken line. Depends on the design. If hot coolant constantly circulates through the heater core check for leaves or crap in duct.

There is a valve that works with vacuum (I think) next to the heater coil in the engine compartment this opens and closes the water flow to the . I had a leak once in it and I bypassed it.
