That's up to whoever is having it. I didn't. Heck I didn't celebrate my 16th birthday.
Gender should be no reason that someone shouldn't have something if they really want it within reason.

The concept of acknowledging the age of 16 goes back to the days when a young woman would have her first menses (period). This meant she was was ready to be married ( able to have children). The father would "show-off" his daughter and the families of the various eligible sons would bid on the daughter. So many goats, cows, etc. and shes yours! This was called a dowry in some cultures. Today this has evolved into the debutant balls in western Europe, Bas mitzfahs for the Jews, Castaneda (sp?) in the Spanish culture, and such. Sometimes the young woman would be as young as 12, but today a more "acceptable" age for this comming out is 16. We still make a big deal out of this time in a young woman's life because in alot of regards we still look upon women as "property" of either her father or her husband and have no other purpose other than to breed.
So in as much as it would OK for a 16yo boy to have a "sweet 16" party, it isn't quite the same.

Mines was so sweat man, I'm 16 now. Here are the events that happen on my birthday.
1. I got a giant heart shape cookie from my assit. English teacher
2. I got out early for a doctor's appointment and got a sticker for the heck of it.
3. At Wal-Mart I was going to the customer service to tell them that someone left their truck lights on and as I was going there a little boy was sing, Happy Birthday To You, I said how did you know it's my birthday. His mom said he just learned it.
4. I got a new CB and Lionel car.
I forgot to tell that my birthday is on Valatimes Day. It was a very sweet 16.

If they want to, yeah. Though I'm not sure I'd call it "sweet". Maybe a "16th Birthday Rave" or something macho like that.

I guess it would be "sweet" if they got some on their 16th birthday.
;-)
Typically, no. Sweet 16 is a reference to debutantes. Guys don't debut socially.
