Cows evolved from a historic ancestor that used a large tail to balance itself. As the creature evolved into the modern cow, the need for balance through a tail decreased (due to other structure changes), so the tail shrunk over time.

2. also the farmer has more control with a cow when they have their tale. you can bend it just a little to get them to move in the opposite direction. don't been it tooo much. that's mean and it hurts them.

Why do dogs,cats,horses,pigs,elephants ,zebras,goats,sheep,donkeys,etc etc have tails?! Same reason!
