The belt was old and I replaced it, but that didn't fix. The washing machine does spin the clothes just fine during all cycles. But the mechanism that draws water out of clothes for the final spin dry cycle isn't working. I can hear the clothes being spun around, but when I open the machines, the clothes are still all wet. How would I fix?

This indicates to me that your washer is not spinning at the proper speed, possibly because the load is not balanced. I had the same problem with a new Maytag washer. My old washer would shut off when the load was unbalanced, but the new washer just didn't get up to speed. Try rearranging the load for the final spin.
