It is the water pressure in the lines coming into the house that gives us the pressure in the lines in our houses. So if the pressure has decreased from the source, then this could be causing problems with the pressure needed to bring the hot water up to the second floor through the hot water pipe. ESPECIALLY if the hot water pipe happens to be a bigger circumference than the cold (eg. 3/4 inch instead of 1/2 inch).

Complain to the city about the lost water pressure. You are paying for this through your taxes. You are entitled to good service.

If your hot water piping is indeed larger than the cold, I would consider getting it changed out for pipe of equal circumference.

if they worked on the lines in the street I would guess you have sediment blocking up your shower valve. Don't call the city, they can't/won't help you. I'd suggest turning the water off and disassembling the shower valve, with the shower valve taken apart hold a washcloth over the opening and have someone turn the water on for a few seconds to flush the line out. If you can't or don't feel this is something you can handle, I'd call a plumber.

It would seem that whoever worked on the water lines allowed some debris to get in the pipe, and it has would up in your plumbing! I'd call whoever is responsible for the outside water works and advise thme of the problem.

I was going to say notify the water department. But if you have some hot water, maybe you have a problem with your hot water heater. Sometimes one element can burn out and you have some hot water but not enough.

Check on the elements .
