If you fly, you can check fares to Nia Falls, NY, Nia Falls, Ontario, Buffalo, Rochester, Toronto or Hamilton. Any of these airports should have rental cars available.
you can drive by the Thruway or by Route 17/I-86/I-390 (my preferred route).
you can also take Amtrak (train) or Greyhound/Trailways (bus).

The action is on the Canadian side. Better view of the falls (we have the Horseshoe Falls, which is the biggest of the three falls), better tourist attractions. It's easy for you to hop over for a day or two, assuming neither of you has a criminal record. Be warned, though, that the hydroelectric companies in both Ontario and New York divert most of the water out of the river during the winter. So no matter which falls you see, they won't be flowing at full capacity. February is very much part of winter, so it is certainly possible that it could snow. Although I think some of the Clifton Hill attractions close during the cold months, lots stay open too, so check ahead to see if your favourites are open or not. I've been there in a cold month (maybe late autumn? It was below freezing outside, anyway) and they still had the big enclosed ferris wheel running, along with plenty of other thing. Everything probably opens up for tourist season starting in spring, so for sure everything would be open in spring. Also, if you come to Ontario in a warmer month, you might want to check out some wineries. Niagara, Ontario is wine country and that is a tourist draw in itself.

I would say flying, thats what we did, its only an hour or 2 flight from new york to pearson international toronto, there are then quite a few bus companies that will take you to the falls which is another couple of hours, i've listed the company we used below which we found really good, and the prices were reasonable, they also do very good day trips in niagara that i would recommend.

If you are travelling from New York city there is also the option of taking the Amtrak train to Niagara. I understand that it is very scneic however it does take about 11 hours! Although I believe it is well worth while.

New York as in New York City? or State?...Driving is the best way. It only takes hours, and remember to have your driver's license (if you have one), birth certificate, and passport when going to a different country. I drove from Baltimore, MD to Hamilton (a suburban town just north of Toronto) and back.
