Smell him, if he smells like alcohol fire him. Even if he was late for missing the bus he is still responsible for being late because he was late to the bus....If this is a frequent problem fire him. If not i'd say give him another chance. Implement a 3 strikes rule or something so he knows he has to get his act together.

If you don't have any proof that he was in the pub, there isn't much you can do on that front. Unless you thought he seemed to be drunk at work.
But I would not consider 'missing the bus' to be an acceptable excuse to miss work-it is his responsibility to catch the bus on time.
A reprimand is order I think.

first of all you should take a look at the state laws on firing laws. I'm in the state of Texas and here you can be fired for any reason. Typically, he should have 3 written discipline warnings signed by him, if he signed a handbook that explains tardiness policies, than you have to go buy the handbook. My opinion is to formally write him up and see if it continues, also verbal warnings with someone to back you up.

Why do you think he was in the pub? The fact that you are asking us,suggests that you don't trust him anyway..It also tells me that you are not a very confident boss and who ever you employ is gonna walk all over you..

Formal warning first then if he does it again give him a written one, then you can sack him with no chance of him claiming unfair dismissal. Don't fire him without proof or on hearsay!
