There's no way he could locate dogs by holding some device over your fence.
Are you sure it really was the gas man, and not maybe someone trying to see if you have a wireless network, and maybe patch into it, or a potential burglar checking for alarm systems, or something along those lines?
You might want to call your utility provide and ask about this.

Are you sure he was the gas man? Sounds a little suspicious to me. Is the meter on the other side of the fence? Mine are on the side of the house, not behind the fence. If it isn't then I would be even more suspicious.

You may have encountered a criminal who was casing your home for a future burglary, and the criminal made up a story because most people are gullible and will not take the time to contact the gas company.

i think he was taking the piss out of u to be honest. Unless the dog has shits like no other, with loads of gas, then there isn't anyway he could locate a dog.
