That's a tough one to answer properly as you could conceivably call anywhere that boats were moored together or hauled out of the water a dock.

The first recorded dry dock is mentioned by Athenaus as being in Greek Egypt around 200 BCE but there are records of older "wet" docks on the Greek island of Delos that may be 700 years or more older than that.
