It is possible, especially if you think you got a good price, that you have a CD/ROM (to install programs) but that it is not a combination burner/CD/ROM.

Check Device Drivers

To open Device Manager, click Start,
point to Settings,
and then click Control Panel.
Double-click System.
On the Hardware tab,
click Device Manager.
if there is a + before CD/ROM, click it to see if it is also a burner
If there is no +, you don't have a burner.

If it shows a burner, right click on it and select Properties, It will tell you if it is working properly.

I had a similar situation with a Amilo expert V3515. First it stopped writing CD's, then it stopped examining DVD's and CD's that I had written to. Now this is going to basically learn information CD's. i ended up determining to purchase an exterior DVD/RW. i think of of they're designed to fail in straightforward words after their assure has run out.
