They sell 1 pound, 99 cent burriots because they are cheap to make. It's basically a tortilla (cheap) filled with one pound of beans (really cheap). And they aren't just any beans, these "beans" are shipped to Taco Bell in a brown bag and have a consistency of dry oatmeal. Then at Taco Bell they add hot water to the bean mix and the let the mix and the water thicken and ta-dah! You get refried beans.

They charge 99 cents, but it probably costs more like 10 cents to create.
