I run a local entertainment guide website and want to integrate an advertising program on my website. It is a PHP / My Sql website. I would like to be able to add flash advertisements, and have them placed on different pages throughout the site for any duration of time (which I choose). My only problem is: I know VERY LITTLE about programming websites. I paid a designer/programmer to make the initial site, and now I want to add this function. Please help...

The first thing you need to do is find an advertising company and sign up. Google is a good example but I don't think they serve flash adverts.

These companies will then give you some code which you just have to paste into the files on your website. But this can be difficult, especially if you have a nicely made site that you don't want to destroy. I'd suggest hiring a freelancer to add this to your site, it's not the cheapest way but it's the easiest way.

If you are advertising affiliate programs then you are directing people to their website through your own encoded link so you don't need a website. That is the beauty of affiliate prorgrams. The best ones i use are clickbank and commision junction. As far as where to advertise that is the question everyone would like answered. It depends on what you are promoting and what budget you have for advertising. As one of the previous answers stated ,don't forget the value of offline advertising.

Why not try Google's Adsense program? It's free and you can (potentially) earn some money in the process. Check it out here:
https://www.google.com/adsense/

You could also try Commission Junction where, as a Publisher, you can pick and choose the companies, and place their ads on your site. Some do offer some flash ads, but there aren't many.

Hope this helps,
