I was wondering how old the recipient has to be when sending money through Western Union I have a 16 yr old friend I'm sending to. Is that possible?

Yes, it's possible. However, your friend must, by law (provided the employee is following lawful guidelines), show identification to receive the money.

From the age of 13-15, I lived in a different state than my dad and if he ever needed to send me money, he always used Western Union and I never had a problem.

You have to be old enough to sign your name and have a valid form of state issued ID.
