there is some magnetic interference if you are using the normal type that is CRT monitor.
solution 1 : keep the speakers away from the monitor
solution 2 : keep mobiles/cell/ other similar devices away
solution 3 : try to keep the desk clutter free from big clocks
solution 4 : check if there is any huge adaptors near your monitor if any remove them from near the monitor
solution 5 : get a tft monitor.. its having 0 intereference from these kind of EM or electomagnetic waves

It's either you monitor or graphics card that's faulty but before you do anything check to see if the video cable is plugged in tight in the monitor if that doesn't cure it if at all possible try another monitor if you still have the wavy line then it's you video card.

Uhm, if there're lines on your monitor, it likely means your monitor needs replacing or repairing(if there's still warranty left). If you don't have any warranty left, don't bother repairing it as the cost will likely be higher than the monitor itself.

Trata de entrar en panel de control, luego anda al icono de Pantalla
y ya adentro fijate las solapas que se abren, va haber una que te permite cambiar la frecuencia de tu monitor. Trata de ponerle otra frecuencia tal vez de esa forma soluciones el problema.
