no, but you can watch it on the web:

and then click on the button(in chinese) on the right of the oscar statue. If succesfull, the movie, the Aviator will be playing. After this movie it will show the oscars live.

I think you need sky to watch it. You can start watching at 11. Unfortunately the terrestrial channels do not seem to have it playing. You could watch Jonathan Ross film on monday night for some snippets.

Not live, but they may be aired later in the week. The best thing would be to check the channel websites. I've had a quick look but couldn't see anything.
