Why is there 8 steps in one count in dance?

Probably because the music is in 4/4 time (4 quarter notes to the measure) and is written in eighth notes allowing 8 notes to the measure and the count is a measure (marked with a vertical bar in the music.)

I think maybe because there are 4 counts in a measure and one count for dance is 2 measures.
