I lost it a while ago (October '06) and I don't use it much so I haven't told them (I can get them from the lost and found at the high school where I practice). Should I just tell them or wait until I really need one? I would say something but money's tight and they'll freak out (even though they only cost $7), so I need to know what to do.

They'd freak out over a lost pull bouy?

Just take one from Lost and Found that is about the same size. If you're questioned about it being different and don't mind a little white lie, tell your parents that yours was starting to tear because it got caught on something blah blah blah, so the coach told you to get one out of Lost and Found.

I'd say tell them soon but you don't have to tell them immediately.

Since you didn't use it much to begin with you shouldn't be too worried about getting another one (unless you're currently swimming which would be a problem). If you can find another one to use for a while while you get your own then I'd say that'd work out great but if your practice pool does not provide you with pull buoys then you should look into getting another one soon.

You're very cute ! My kid used to loose his stuff all the time at swim practice, and of course it gets stolen after that. (Unfortunately, he doesn't swim any more. And No he is not dead.) My husband is a grouchy old guy who does not want to loose any money so he terrorized my son every time he lost an item.
Just tell them and take the abuse with your finger up your nose (as we say in France). They are lucky that you swim.

ermm just keep using one from the lost and found i guess, nothing wrong with that if you put it back after each practice.
