Its in an odd location on 95% of cars it would be under the steering wheel but in a 5th gen(97-01) prelude it is located on the passenger side of the center console. where the carpet meets the plastic there is a carpeted peice that will pull off but be careful so it doesn't break.

Underneith the steering columb, there should be a compartment that you can take off where you can run a test with a special diagnostic computer.
