Attitude: I deserve this, I don't have the money for this, Let somebody else pay for this because they have more than I do... and on and on.
Some people think that just because they're breathing air the whole world owes them a living.
I also think every family's got at least one.

It depends on the cookout. If it is one they would have to host & supply it may very well be financial but if it is at a set location & is pot luck than it's pure laziness. It only takes $3 to make 2 dz deviled eggs or a salad $1 to make a pot of beans. There are many cheap things they could could make. Next time assign them an item to bring

You will always have a free loader in every crowd.For many years my family would have big cook outs or seasonal parties.Everyone was invited and the only thing I asked was to make sure you brought something with you.This way there would never be a shortage of food.My ex wife's sister and brother along with there kids would never bring anything and they would always eat plenty.Before leaving they would always fix extra plates to take home for later.
We never complained but we did remind them several times to bring something for the next outing.

There are alot of 'reasons' for people doing or not doing something. My thoughts for some possible excuses" are:
Money--lack of
Time-lack of
Attitude- you have more than me, or I don't like you, or you 'owe' me....
Lazy-just don't wanna
Insecurity--I don't cook well enough .
Thoughtless-- don't know what to bring..and you will have more than enough anyway without me.
On and on it goes..
Maybe next time, you can just ask for donations ahead of time and those that don't pay, don't find out the exact 'date' of the event. Then you can take the money and just do it all,(realizing that time IS money) farm it out till the dollars run out..((like buckets of KFC., local/Costco salads, watermelons, etc)
