Its best to hold off until after it rains, as the rain would simply wash the fertilizer away. Not to mention its harmful to environment and local wildlife.
Its best to use slow release fertilizers, and non-water soluble solutions.

If the fertilizer is organic and high in nitrogen (which it probably is if organic) yes, do it before it rains. Nitrogen needs water to be properly incorporated into the soil. Otherwise it will burn the plants by sucking the water out of their roots.

No - it says so on the package. The reason is because it washes away and isn't absorbed into your lawn. This causes runoff pollution too.

definately, this is the best time to do it. If it doesn't rain you should water it thoroughly otherwise the fertiliser can tend to burn your grass
