You can't see real-time video or images of a specific place unless you are in a satellite company or the department of defense. Google Earth images come from satellite and government resources, as they pass over the earth periodically. They get what they can, when they can.

Chances are, the area you want real-time images of is not constantly under satellite surveillance. Even if it was (Iran maybe?) you'd have to have a very special position in order to have a feed of those images.

If every square foot of the earth was being observed by satellites it would start to block out the sun and stars! Satellites just pass by every now and then, they have a lot of Earth to take pictures of!

Google earth is a image database provided by the On-Star navigational satelites, it is not realtime, and without access to communicate directly with the satelite(s) you cannot access realtime global imagery.
